FRANK SULLIVAN, CPA, CGFM
Frank Sullivan is Vice President for Program Development in AOC’s Government Financial Management Division.
Frank has more than 36 years experience in government finances and is a recipient of the Donald L. Scantlebury Memorial Award for contributions made to the improvement of Federal financial management. While in government, Frank served in such positions as the Deputy Assistant Secretary for Finance, Deputy Chief Financial Officer, and Associate Deputy Assistant Secretary for Financial Policy for the Department of Veterans Affairs. Prior to joining AOC, he was the Manager of Financial Systems for GTE Telenet Communications Corporation.
At AOC, he has managed projects for the General Services Administration, NASA, Department of State, Treasury Department, and the Department of Labor. Areas of expertise include oversight of accounting standards compliance assessment and remediation, financial systems requirements, compliance support and remediation, standard general ledger analysis, financial statements and annual accountability reporting, audit remediation, audit liaison support, cost accounting, and electronic business strategies.
