FRANK SULIVAN, CPA, CGFM
Frank Sullivan is Vice President for Program Development in AOC’s Government Financial Management Division.
Frank has more than 36 years experience in government finances. While working for the federal government, Frank served in such positions as the Deputy Assistant Secretary for Finance, Deputy Chief Financial Officer, and Associate Deputy Assistant Secretary for Financial Policy for the Department of Veterans Affairs. Prior to joining AOC, he was the Manager of Financial Systems for GTE Telenet Communications Corporation.
At AOC, he has been the project manager for projects with the General Services Administration, NASA, Department of State, Treasury Department, and the Department of Labor. His projects included oversight of accounting standards compliance assessment and remediation, financial systems requirements compliance support and remediation, standard general ledger analysis, financial statements and annual accountability reporting, audit remediation and audit liaison support, cost accounting, and electronic business strategies.
NORWOOD J. JACKSON JR., CPA
Norwood “Woody” J. Jackson Jr. is the managing vice president for AOC’s Government Financial Management Division.
Woody, who is well know in government circles for his ability to develop and implement strategies that effectively resolve financial management problems, is a retired partner from KPMG.
He also served as deputy controller of the Office of Federal Financial Management at the Office of Management and Budget. Prior to his federal service, Woody was the deputy auditor of public accounts for the Commonwealth of Virginia.
He served as member of the Federal Accounting Standards Advisory Board, United States Comptroller General’s Advisory Council on Government Auditing Standards, and the Auditing Standards Board of the American Institute of Certified Public Accountants, which in 1998 honored him as the outstanding CPA in government.
Woody manages AOC’s relationships with the Department of Defense, Department of Transportation – Federal Aviation Administration, and Office of the Secretary, Department of Health and Human Services – Health Resources Services Administration, and Department of Homeland Security – Transportation Security Administration.
LARRY J. EISENHART, CPA, CGFM
Larry J. Eisenhart is Vice President of Financial Management in AOC’s Government Financial Management Division.
Larry has more than 35 years experience in federal government accounting and financial management. His policy-level positions within the federal government included Deputy Chief Financial Officer and Deputy Assistant Secretary, Financial Affairs at the Department of State.
Larry also held senior management positions with the Department of Health and Human Services and the General Services Administration.
Following his government service, Larry was a Senior Manager within KPMG’s government practice. He joined AOC in 2004.
Larry has authored numerous articles for publications on Federal financial management practices. He received numerous Meritorious Service awards and the prestigious Donald L. Scantlebury award for distinguished leadership in the field of Federal Financial Management.
